I have been studying this subject a bit and spent some time to make a my own Feed rate calculator.
As a quick explanation I took chip loads i found online and put them all into a table. From this I interpolated a best fit graph for each material type including slow and aggressive.
Using this you are able to calculate a feed rate for any diameter cutter.
