What version of linuxcnc are you using?
It has probably been raised in later versions.
It's because I don't use metric - the limits make sense for imperial.
It can be changed in the INI file when your config is finished.

Im using the latest version i think ,linuxcnc 2.7.4. And of course the imperial value is 25.4 times as high as the metric value.(25.4mm=1inch).
so i have to edit the ini file ,what should i look for?.and what program do i need to use to make an edit.

The hal and ini files should be edited with a plain text editor
For a simple GUI text editor on wheezy, mousepad is one choice
on ubuntu dists, gedit is available (and you can add it to wheezy)
