I think the problem is the card, it is non PnP regards the parport and relies upon windoze drivers for it to work
The serial ports show up, but I found 2 reports straight away about the parport not being supported in Linux

Get a card with a netMOS chip of at least 9845 chip (or 9865, 9885 or 9905 ), just search netMOS PCI on whatever flavour of ebay you use and choose
