W axis can't run to F word

Hi all.
I have a problem with this gcode sample:

G21 G17 G54 G64 P1 G90

F1000
S100
G1 X1682 W82 F3000
G1 W282 F3000
G1 X1714 W46 F1000
G1 X1682 W82 F3000
M30

I can't reach to understand why in the line "G1 X1714 W46 F1000" W goes to high speed 3600m/min and the velocity value on the axis show 488m/m.

I tried:
G1 X1714 W46 F400
and W don't exceed the 400m/min speed.

But If I try:
G1 X1714 W46 F500
W goes to max speed 3600m/min and the interpeter axis show vel. 488
