Do you still have the "net" line of code in one of your hal files connecting the two hal pins to the signal name?
The sets command won't work if the signal name isn't created with hal pins connected to it (or if it is connected to a hal output pin.)
Just like the setp commands won't work if the pins are already connected to a signal.
