5i25 -Lathe spindle index pulse not indicating

I recently built a single pulse ckt board to send a 5v pulse/rev back to Linuxcnc 2.8  to experiment with threading on my lathe.
I built my configuration using Pncconf. Everything worked except that no spindle speed was observable. I linked the actual pulse to the index and also to ENCA. After poring through the forum and the HAL manual I finally admitted that something probably simple is escaping me. So if anyone could let me know what I am missing or point me in the right direction I would be forever grateful.

This will not work because the hardware encoder does not provide
interpolated positions.

You could add a software encoder to do this, but 1PPR  threading
is critically dependent on speed stability, since it is estimating the
position for a whole turn  from the last  velocity calculated.
