I found the error:

HALFILE = mb2hal.ini
This is the wrong location for the MB2HAL INI file.
As mentioned in the docs (
linuxcnc.org/docs/html/drivers/mb2hal.html#_usage
)
the MB2HAL INI file need to be passed as argument like this
