Problems with doing a toolchange

I can not get my configuration to do a tool change. I have tried everything. All I need to do is a manual change no tool changer. Gang tooling to come later. If I command a MDI tool change or via the offset page I basically get locked out of MDI and the box used to choose a tool number in offsets page. I think I have everything set correct in my files. Could someone take a look and maybe give me a clue as to why this refuses to work? I also tried the sim config and it works like it should. Its gotta be something dead simple but I just can't find it.

Thanks in advance. :)

In the terminal I get this (I have to press reset to make MDI work again)...
Code:
issuing MDI command: T3 emcTaskPlanLevel() returned 0 emcTaskPlanExecute(T3) returned 2 emcTaskPlanLevel() returned 0 emcTaskPlanSetWait() called LinuxCNC interp_state change was INTERP_IDLE is now INTERP_READING reset button was pressed at -2017-10-22-20-38-16 emcTaskPlanSynch() returned 0 emcTaskPlanSynch() returned 0 emcTaskPlanClearWait() called Machine is moving. Not issuing MDI command: M30 emcTaskPlanSynch() returned 0 LinuxCNC interp_state change was INTERP_READING is now INTERP_IDLE

Shouldn't the command for doing a tool change be:
T3 M6
Tn prepares the tool to be changed, but M6 actually commands the change. (Need both even for manual tool changes.)

On a lathe M6 is not required. Also the MDI command is happening when I enter the tool number in the offset page. The sim files work just fine. I must be missing something in my config but I have went over them a ton of times and just cant find it.

I tried the T1 M6 command and the result is the same :( I notice that I get "Machine is moving" in the terminal (debugger) when I try to change a tool and hit reset.
