I checked, The W2 is in the left hand position. The field power light is on (CR2) but the 5v light is not on (CR1).

You need to set the 5I25/6i25 cable power jumpers to match the 7I76s 5V power source
So if you want to have the FPGA (5I25 or 6I25 in this case) card supply breakout board
(7I76 in this case) 5V you need to set the 5I25/6I25 jumpers to supply cable 5V
(5I25 or 6I25 W2 up)
