M19 spindle not rotating

I have a Hitachi WJ200 spindle drive which is not setup for encoder feedback. Encoder with single pulse index feeds direct to Mesa 7i77 which is setup and will properly rigid tap (coordinated movement). I have set an offfset in INI for orientation but when M19 is commanded, the spindle is not rotating. Assistance would be appreciated.
