New Off the Shelf CNC Lathes was created by Bari
I usually build custom CNC machines so I don't keep track of what is available off the shelf. Are there really no CNC models priced between the tormach.com/8l-lathe-37900.html $8k and the www.grizzly.com/products/grizzly-13-cnc-...o-tool-changer/g0884 $28k except for a few odd Chinese branded mystery CNC lathes?

Not that i know of.
Mills are more covered as far as i know, but i also do not keep track at all lately.
Wana build some?
I can do electronics, easily, or never seeing the chip shortage is still a thing.

Well, there is the Tormach Slant-Pro, which technically falls between
your two examples.
The Ajax Atom comes in around 16k. www.ajax-mach.co.uk/cnc-lathes/

Smithy have a CNC link, it was Matt Shaver, working for Smithy, who first started to move EMC out of NIST and into the world.
Also, in the small / training market:
www.boxford.co.uk/cnc-lathe-turning-centres/
Boxford are a proper lathe company: www.lathes.co.uk/boxford/index.html
Also in the same market (and the same small West Yorkshire town, which is also where I was assembled)
www.denford.co.uk/product_type/mills-and-lathes/
Denford are another long-established company:
www.lathes.co.uk/viceroy/index.html
In fact it seems that Boxford is an offshoot of Denford, though the split was back in the 1950s.
