vfd 0-10v working improperly on 7i76

The 01-10v analog vfd control is not working on my 7i76. In PncConf rpm is set correctly at 24k along with voltage at 10v. From 0-8000 rpm everything works fine. All voltage of pot is 3.3, and VFD is at 133 hz, however at 12000rpm in linux cnc the vfd only hits 165 hz, and when set to 24000 vfd is only at 200hz, and voltage across 1, and 2 on pot is 5v. The vfd works fine with the integral pot on the VFD, and the voltage reads 5v from the board, so I don't think it is a vfd issue. Any ideas?

Sounds like the input is set for 10V full scale if 3.3V gives 8000 RPM (133 Hz)

Is the voltage across TB4 pins 1 to 3 always 10V regardless of spindle speed setting?

So what is the output voltage from TB4 pin2 when the spindle speed is set to 24000
RPM?

Also could you post your hal/ini files?

The voltage on tb4 when rpm is set to 24000 is 5v.
