The system is not stable at all when I try values for PID, and I left these parameters at their default values:
Max. Output:10
Min. Output:-10
Output scale:10
Do they need to be changed?

Is this an analog controlled servos? (Mesa step/dir setups have PIDs to but they don't need tuning.)
Normally those output settings don't really need to be adjusted.
Do you know how to use Halscope to monitor the feedback while you tune your PID loop?
Do you know what kind of command the drive is expecting as an input? (torque, velocity, postion)

is it just a noise problem?can it be fixed by EMI filter?, or something else causing the problem?

Without further diagnosis we can't say if the noise you recorded there is due to noise on the encoder lines, or if it is actual motion in the servo. With the drive enabled and the servo not properly tuned, movement like that could be possible. With the drive disabled so we can be sure there is zero motion, if there is still noise on the encoder lines, then you can be sure there is a noise problem, that you will need to remedy.

No movement, change in axis values, or halscope vibrations take place when drive is disabled...., I already tried a lot of values for pid..
