I'm trying a second computer, it continues to boot in 5.4 instead of 4.9. I moved 4.9 to the top in the grub customizer, that didn't work. I removed 5.4 in customizer and it continues to boot in 5.4.

That will work, but 5.4 has a bit worse latency.

Did you move it to the absolute top, not the top of the sub menu ?tommy,

I am testing Mint 19.3 following the tutorial in the first post, I checked the kernel and it is the same as in the initial post of the topic.
IPM31 v1.03 motherboard (Pcware / Pegatron) with onboard video
Core2duo E7500 2.93GHz-FSB 1066Mhz-L2 cache 3MB
1GB Kingston DDR2
Hd sata
I opened several programs and some windows with glxgears, the Jitter is around 40000ns and then jumps to 166640ns and stays at that value.
What can I do to lower the jitter value?

Add more memory, 4GB works fine, sometimes even 2GB are ok.
