Are you sure lib_pyqt5_py2.so is in the right folder and has the right permissions?
If you are set on compiling your own library, here is the instructions.:
gist.github.com/KurtJacobson/34a2e45ea2227ba58702fc1cb0372c40
You'll need to get later 5.9 version of course.
The 5.9 version in qtvcp's designer folder was compiled in this way.

I see pyqt version 5.10.1 in there with qt version 5.9.5
That doesn't seem right

I removed those and now working with the extracted items from PyQt5_gpl-5.9.zip
to install.
This is the one I had intended to install but some how managed to enter the wrong folder on the PyQ5 installs twice. On the bright side - Summer is getting closer.

There may be duplicates with what dpkg-checkbuilddeps would find for linuxcnc, but perhaps this list will be useful to someone.
It would be nice if linuxcnc had an option to only install the needed texlive files. Most will likely never be used and they take up a lot of space.
