Something very strange going on with the text display on the forum, saw it on another post too.

I am not convinced that the two ports you have specified, are actually the ports.

The MosChip (NetMos) PCI boards tend to list the higher address first, but this is usually the register and the port is the lower address.

I don't know how you are testing this, but if you are looking in HAL Configuration, it can sometimes apparantly list all the pins of a port that does not exist, but you cannot do anything with it.

Try loadrt hal_parport cfg="0x378 out 0xe880 in 0xe400 in "

That would put the port 0x400 below the register, which is where it should be
