It appears to be a full parallel port with an Oxford Semi chip, so I think that it ought to work, yes.
I can't guarantee it, though, as have never tried to use one.

The bigger question is will Linuxcnc work with your notebook?
They are inherently unsuited for the task and it is arguable whether you should be buying PCIe cards to try and make it work, just because it is what you have to hand.
The money might be better spent on a second hand computer that can just act as a dedicated controller
