Is the 7I76e set for 10.10.10.10? (W2 down W3 up) and has the 7I76E been power cycled since changing the IP address jumpers?

Yes and yes.
When I power cycle it, I see the yellow led flash followed by the red led and then the three green leds cycle once 1,2,3.
when I put the jumpers w2 up and w3 down the leds cycle like above, wait and then cycle again.
With them back w2 down and w3 up and a power cycle they just go through the cycle once.

Do you have a link light on the 7I76E (yellow LED on RJ-45 connector)
also can you run "ip a" again in case there have been any other changes

No, however I have both the yellow and the green at the RJ45 on the RockPro64 board. I swapped a different cat 5 cable now I have a green LED at the 7i76e RJ45 still no yellow.

I dont think its the issue but in any case you should disable ipv6 on the realtime link

You might also connect the 7I76E to your router or some other known good 100 BT connection and see if you get both yellow and green lights on the 7I76Es RJ45

The selection was already at 100 and greyed out so you couldn't change it.

By disable ipv6 you mean check the box that says require ipv4 for this connection?
