edit: I did previously have the PCI frequency set to 100MHz and SPD ratio set to 2.4...not sure why they reverted. I've just corrected those and still get massive latency (1000us+).
'Robust Graphics Booster' only has options: Auto (default), Fast, Turbo - I was afraid of 'Auto', hence setting Fast. Same for SATA mode 'Enhanced' - that should be vanilla SATA I believe.
Here is the manual.

That all looks OK. Check if there is a setting for "Gate A20", that has to be set at "fast".

I can't find any reference to Gate A20 in the BIOS or manual

Well the only things left to check is the CPU temperature, so you might as well remove the cpu cooler and clean it, add some thermal paste and put it back. If that also does not work, changing the mainboard might be an option, but not a god option.

Did you try using the RTAI kernel ?
That might work.
You can download a live image on the downloads page, the Wheezy version, boot from USB, run some latency test and see if that is usable. But that will not work for Mesa Ethernet boards, PCI and PCI-E do work with it.

It's a late low-volt E8400 and runs really cool, I don't think it's to blame. Hopefully the Dell Optiplex will come to the rescue - can I move my current hard drive straight into that machine, or do I need to rebuild the OS?
