I always used to use win32diskimager but found recently you needed to use rufus which asked for permission to download and install something while burining. This was required to boot.
I always use the boot order to boot the usb and have not really had problems with any of the debian distros. Its just hard to find the nonfree versions so its nice to hear the release of bookworm will include the non-free as standard.
I have had one PC that steadfastly refused to install anything onto it.
