That actually sounds right.
Turn the spindle by hand _very_ slowly, you should see both A and B channels vary between at least +2V and -2V.
With the spindle running the DVM sees a square wave, that averages to zero.

i messured the B channel. when its turening, 100 rpm, it gives barley 0.02V. when its stops it gives around 3 volts.

I just have done that. channel B is indeed changing the values. however channel A stays near -3.28 volts.
EDIT...no sorry i was messuring B and Z...A is just fine.
Another thing. if i watch encoder.oo.velocity while i turning the spindle ccw..i see it reacting. But, if i turn it Cw it doesn't react.

i was watching the index signal in halshow, and it shows a signal at a certain point. its hard to get to that position by hand.
At this stage i have lost it why it wont work. might be something in the hal file?

I have getting it to work now!
On the mesa 7i76e board there are 3 Jumpers. W10 W11 and W13.
on the left is single mode, to the right is differential mode.
in halshow i can now see the position and the channel A and B signals.
unfortunately no Z Index signal and no real time rpm.

It is practically impossible to see a Z pulse.
You can test by using halcmd to setp the index-enable, then turn the spindle by hand and watching for index-enable to go false again.
Does your spindle position increase by 1.0 per turn?
