You should be able to find the linuxcnc po file with locate
for example:

locate po.de

(you will get some non-linuxcnc hits as well)

I'm assuming the language .po files are some kind of a standard. I did some translation of an accounting program into Australian to meet our Tax compliance rules. I used this software which they said to use and it made the job so easy!
