I'm using linuxCNC 2.8.1, and I'm also using a mesa 7i76e, so I went through PncConf as well. I'll have to run through it again and check about the option for the manual toolchange prompt
Also, i haven't heard of qtvcp, but i'll look into that as well!

i did get this to work in 2.8.
there is a 2.8.2 coming that gives this more options.
How did you get linuxcnc? is it compiled or is it from buildbot?

I got it from the pre-compiled buster image, which has debian 10 and linuxCNC already baked into it.

here is the files to try.
they should go in /usr/share/qtvcp/panels/tool_dialog/
then you need to change the line:
loadusr -W hal_manualtoolchange
to:
loadusr -Wn tool_dialog qtvcp tool_dialog
