found it!!!, My bad, hold the biscuits, I had used X and Z in the signal names in the postgui.hal but I had xtoggleout and ztoggleout in the main hal.
A noticeable lag in the update times but its working, might need to generate a longer pulse but that is not a problem to do.
And I could probably remove that timeout function that caused the need for that pulse in the first place, I'd added the timeout but have since found LCNC didn't need to shut the dials off as it ignores them anyway if its doing anything else. OTOH, it also protects it unless you intentionally push the button to reactivate them once timed out. And that button is hard to push, too hard in fact .
So if something brushes against the dial while changing tools or whatnot, its timed out and ignored.

I've been playing some more and it appears to update the radio buttons on the falling edge of the strobe which I had set for 300 milliseconds. At a 50 ms pulse width setting, its pretty close to real time, good enough for me. Thank you again everyone that contributed.
