What should the end result be?
The line with DIO and AIO is wrong in some way.
If you want to use the 4 analog inputs on the 7i76e, you do not need to add lines to hal, you have to change the 7i76e mode to 2 from 0, done in the same line where the IP and stuff is.
sserial_port_0=00xxxx
has to be changed to
sserial_port_0=20xxxx
For digital IO , if they have to be connected to physical IO's on the board, also no need to add anything in hal.

I entered num_dio=10 at the end of the loadrt [EMCMOT] and it works , no more faults
However I'm not able to modify the status of the digital output (M64/M65 commands)
I noticed on AXIS that M64/M65 commands are not Active G-Codes (MDI Tab)
It seems they are not present as available codes

How are you testing that the pins work?
I always use Halshow for this sort of stuff to watch the pin. Axis has a Show configuration (or similar named menu option to open it)
Find the pins you wish to observer and watch them.

I'm pretty sure I've used these before as MDI but the ones synced with motion (M62/M63) do not work.can M64/M65 be given as MDI command ?

Actually m62/m63 can work as well, but you must also include a movement command for them to take effect. However from the MDI line there is little point to doing it.
