Could some one please assist with an example HAL to show with the following configuration.
7I97T main board -> P1 connector -> 7I85
7I85 -> serial port 1 -> 7I70
7I85 -> serial port 2 -> 7I71
All the tools I have been testing with do not seem to output a configuration that will load in Linuxcnc.
Further to this, the firmware available for the 7I97T with 7I85 does not provide access to the i / o on the 7I97T board shown in the pin out test. Does using the 7I97T + 7I85d firmware then disable the i / o on the 7I97T ?

Not sure any configuration utility currently works fully for the 7I97/7I97T
The 7i97t_7i85d firmware does support all 7I97T on card and 7I85 features,
but you would likely have to start with a sample 7I97T configuration and add
the additional I/O for the 7I70 and 7I71.
Edit: Have you tried pncconfs discovery feature? I think it will fail at
discovering the 7I97T local inputs but should work at setting up the
7I70 and 7I71 I/O, possibly creating a donor file to cut/paste bits
into the basic 7I97 sample file.
The 7i97t_7i85d firmware does support all 7I97T on card and 7I85 features,

I have searched the forums but I can not seem to find the discovery feature. I am running 2.9.2.
Update : By enabling the advanced options on the first screen, this then shows up the discovery option as you mention. The board is not supported but provides a good starting point to move forward another step. Thank you!
I am finding this more difficult that expected. Is there anyone I can pay consulting fees on getting the initial setup?

If you check Show Advanced Options Pages at the bottom of the Start page then Discovery Option will appear in the Board Name dropdown on the Mesa Card page.
