The spindle seems to turn at the proper speed and hold speed under a light load, but I can stall it by hand.
I wouldn't really expect to be able to stall the spindle by hand (well, I wouldn't try, anyway) at 30Hz and the gear you appear to have selected there.
I think you might need to adjust the current limits, ramp speed and v/f ratio for the inverter.
