Yes the 7I37 outputs are like DC relays so your circuit will work except it needs one more component, a pulldown resistor (R2) to ground on the 7I37 output so you get a 10V pulsetrain.
so 7I37OBIT+ to +10V, 7I37OBIT0- to R1.1 and R2.1, R2.2 to ground R1.2 to capacitor
suggested values R2=200 Ohms, R1 = 1K, C=47 UF PWM Freq = 2 KHz
so 7I37OBIT+ to +10V, 7I37OBIT0- to R1.1 and R2.1, R2.2 to ground R1.2 to capacitor
suggested values R2=200 Ohms, R1 = 1K, C=47 UF PWM Freq = 2 KHz
