Yes, if your breakout board is 12v or 24v tolerant.

i have a DB25-1205 Board
has someone tested this board with two Powersupply's 5V on PC-Side and 12-24 V on the stepper Driver Side? I have Stepperdriver from Oriental Motors RBD200A-V they have Signalinput for both 5V and 24 V.

That BOB is extremely slow so the count rate is going to be miserable.
Much better to use the parallel port with the addition of voltage dividers. Search goolge for it, easy to do with some resistors.
Wire resistors to parallel port inputs first, 100 Ohm will do fine, then wire voltage divider output to those resistors, otherwise any miss wire will kill the port.
