Why???
Buy a new one = most economical and most certainly fully functional!!!

Why would you want to make an exact copy of something?
I think it's better to develop own board based on own knowledge and own expectations.
Yes, printing and assembling pcbs in china is very cheap today.
But the board price is not only pcb and assembly, development costs money and thats calculated into endprice.
I suggest you ask PCW, about MESA, he will help you getting further.
Otherwise, if Mesa is too high price, LinuxCNC works well with parallel port cards, and you can get the china BOB on ebay only for the price of pcb and assembly

Why can't we make prototype boards for low cost

Because you can get the cheap China parallel BOB for 5$ and its working.
If you want MESA, go to their store and buy the card. It's not that expensive compared to other electronics and stuff needed for the CNC.
And if you are making home diy build and looking on every $, than ethernet connection to your machine is the last thing you should worry about.

Lets do some math:
Mesa 7i92 = approx.100$
Making one:
Xilinx or whatever chips with the rest, i would guess 300 to 4000$, depending on how many of them you would destroy till you learn about handling electro static sensitive equipment,
Circuit boards = 500 to 1000$ due to errors and mistakes, postage back and forth to china etc,
Other equipment for soldering, several DVM's, oscilloscopes, logic analysers etc.
In total a minimum of 10.000$ till you make the first fully functioning one.
A while back i did make some (2) THC's of my own design and they did end up working very good and extremely fast (10.000 samples per second) that proved a total waste of time and resources as there is absolutely no need for all that speed, costed me over 3000$ for two of them and i am quite good at electronics, hell, even the first prototype worked properly from the first power on.
My advice, buy 2 parallel port cards at 15$ and do some work with it, then when you make some money go visit mesanet.com or mesaus.com or eusurplus.com and be very happy!
