Is there a way to output STEP and DIR pulses to control some steppers from Linuxcnc through a PLC?

Not sure i understand the question.
LinuxCNC can control steppers so no need for PLC, and LinuxCNC has it's own PLC in the form of classic ladder.

Linuxcnc can generate dir/pulses via different devices. What you are doing with them is up to you. Question with normal plc is their inputs "speed" Normaly they are debounced in the values of some milli seconds.

If you want to for example use Classic ladder to control a step motor for a tool changer you could have the PLC send commands to a stepgen (either hardware or software stepgen.)
