Yeah I don't understand why this is happening:
arnold@cnchp:~$ latency-histogram --nobase --sbinsize 1000
cannot gain I/O privileges - forgot 'sudo make setuid'?
But that's a showstopper and really does point to an installation issue
so maybe posting your installation process would help.
Note that using different hardware would not really make a difference
since all real time programs require root access via setuid regardless
of interface hardware (notice even the latency histogram cannot run properly)

Question:
Did you by any chance enter a root pasword when installing to hard drive?
That will set Linux in Multi user mode, so a lot of things will have permissions issues.
When asked for a root password just click next, do not eneter anything.

I want to thank to PCW and Tommylight for your support!
Linuxcnc was installed in a disk partition of a ssd, so there was linuxcnc and windows 10, each one in its own partition, but same disk.
I decided to replace the disk and make a new installation of linuxcnc using the whole disk space, no windows.
No more "Using Posix non-realtime". Here is the result
I really do not know the real cause of the problem, the only one thing left to try was installing only debian and not windows, and it solved the issue.
Yeah I will sleep like a baby

Problem solved, thank very much PCW and Tommylight !
I have "some" idea about the source of the issue, it has been some permission that was not allowing loading linuxcnc fully
When I loaded linuxcnc through EFI mode, it gave some wird results:
"cannot gain I/O privileges - forgot 'sudo make setuid'?
Note: Using POSIX non-realtime"
Here you can see that BIOS restrict something
I made a new fresh installation on disk 1 and started from the disk (not EFI mode)
No more problems and working good
At this point the 7i97 is attached to servos and doing it very well, running without error and very nice, next thing is to see how can access to the I/O...
Watchdog doesn't bite anymore

KVM is not the issue, the UEFI cr@p fed to us by Micro$it is.
If you have the time to search the net you might still find some very old posts by me (do not recall the user name i was using) where i was very much against it at the time it was proposed by Micro$it and Intel got on the bandwagon quickly helped by a huge amount of cash that was flinged their way by MS.
It's main purpose was to stop Linux from booting on PC's, a d#ck move by them seeing as they used Linux stuff on windows since win2K, and now releasing their own version of Linux!!!
End rant.
