Well, I'm not sure what I did but there is an improvement
Reinstalled NIC driver, tried without isolcpus (a disaster) so went back, checked BIOS settings. Nothing missed there. Re-enabled Intel Virtualisation as it does not seem to have any affect also used tasksel to install XFCE as the default Debian GUI is running Wayland.
I suspect the change to XFCE to bypass wayland might have made a difference.
I'm going to run with this while I am configuring the machine unless it give me more grief. I might then revert to Bullseye.
