I would like to know what is the maximum voltage admissible for encoder.
I TTL means 0 -> + 5 V ?

Not sure, but 5.25V is still ok.
Anything over it will probably destroy something.
TTL menas 5V +-5%
so 4.75 to 5.25.

Yes, the 7I97 encoder inputs expect 5V signals in TTL mode, but are
safe for a wider input range. The 7I97 encoder inputs in single ended mode
will take up to +12V, -7V signals and still operate properly.
