I don't think that's standard so would need custom firmware

Here is a 5I20 bitfile for a
7I48 on P2
7I33 on P3
P4 just I/O
I put the 7I48 on P2 because of the strange numbering you get when you combine
muxed and non-muxed encoders (normally this is avoided)
Encoders are 0..5 on the 7I48 but 6,8,10,12 on the 7I33
PWMs are as expected: 0..5 on the 7I48 and 6..9 on the 7I33

What is the issue with the 7I33 encoders? (other than strange encoder numbering)

Yes, duplicated encoder hal pins are expected
7I33 encoders should be 6,8,10,12
(7,9,11,13 will be aliased)
