Mesa 7i71 not discovered

I have a brand new mesa 7i71, but it does not show up when i load the config.

my config is: 7i92 + 7i77 + 7i74 +7i73 +7i70 +7i71
All three sserial cards are connected to the 7i74. Verified all field voltages, and i made sure that i use the correct ports on the 7i74, changed ports, cables etc but no luck. The 7i73 and 7i70 is discovered so i bellieve i am loading the config correctly

 I even connected the card in another machine that also use a 7i71 and there it is also nit discovered. 

when i switch the power on (no switch, directly powered from switchmode psu's like i always do) Yellow CR9 is on and red CR33 is on. it stays like that when i load the config.

Any idea what i can do to find the problem?

If you can swap the 7I71 with a working 7I71 and it is not discovered
(using the same power and serial cables as the working 7I71),
That most likely indicates that the new 7I71 is faulty

That is exactly what I have done and concluded the same.
Is it worth trying to connect in setup mode over USB /rs232 and re flash it?

Have not done this before and only glanced over the doc once. Is there a more detailed procedure available?

If the red light illuminates its unlikely that there is a firmware issue.
Seems more like serial communication problem

The shipping is a bit expensive, but i will contact Mesa on email. thanks PCW
