Can anyone please guide me for making converter for PCI port to PC/104 plus Port. As I am using mesa 4i69 card and my PC does not have PC/104 plus Port.

Can you get a PC104 PC instead? I can see some on eBay.
Why did you choose the 4i69 if you don't have a PC104 mainboard?

But, looking more carefully, with only 32 MB of RAM it probably won't run LinuxCNC and I have no idea what the CPU is.
Adaptors like you originally asked for certainly seem to exist: www.ampltd.com/products/pcie-carrier-pcie104carrier/
