First the connections must be correct:

7I96 TB2  pin 1 --> SPINX1A pin 1  (GND)
7I96 TB2 pin 3 --> SPINX1A pin 3  (PWM)
7I96 TB2 pin 5 --> SPINX1A pin 5  (DIR)
7I96 TB2 pin 6 --> SPINX1A pin 6 (5V)

7I96 TB3 pin 14  --> SPINX1A pin 4 (/ENA) SSR0+
7I96 TB3 pin 13 --> 5V GND (SSR0-)

I did wire it like you described. At 100% I’m getting about 2.5v and 80rpm, at 50% I have 0v and about 10 rpms

What is the voltage between SP+ and SP- ?
 (measure at 0 % 50 % and 100%)

At 0(off) I have .058 disconnected and 2.62 connected to the motor control board

At 50% I have -.183 disconnected and 2.73 connected to the motor control board

At 100% I have -.210 disconnected and 2.51 connected to the motor control board

That is with my negative on sp- and positive lead on sp+

So what that means is that the motor control board cannot supply
the few mA of current that the SPINx1A requires.

Does the motor control card have any specifications for the speed control input?

I came across another similar post where he used another controller board. I have ordered one and hopefully that will fix the issue.

I could also possibly be done with an external (and well isolated) 10V supply

How would I connect that? The manual for the board says it is supplied with a 5K potentiometer.

I have the 240-DS if it matters, The motor runs fine when attached to the potentiometer that came with it.
