No, as there are no axis motors.
it looks potentially useful to a modelmaker. But I bet you would soon get bored of reconfiguring it.

No, It possibly could be with the addition of servos or steppers etc... It's actually a Unimat 6-in-1 (or the chinese copy of one), very poor rigidity, possibly useable for small pieces of plastic to a wide tolerance, not really any good for any precision work.
