I think I missed something somewhere because it still wont work. When I download the file is there a certain place to save it or a place to extract it to? If so I'm not sure where that is, any help would be great. Does this program work very well? If not then maybe I wont bother with it.

Probably usr/bin if you need it to be found automatically as a LinuxCNC filter.

Another option is to use QCad.

Edit: I did manage to get dxf2gcode to work by changing the permissions on dxf2gcode.py to execute but the resulting G code was not what I expected... QCad CAM is more predicable but you do have to create your own offsets.
