Config problem MESA 5i25 + 7i77 + excel km7500 mill

Setup information:

Milling machine: excel km7500
Control board: MESA 5i25 + 7i77
Motor drivers: CDS1015F
Servo motor: SEM MT30 M4 -38

Did a basic configuration with pncconf. Attached the ini and hal files.

Currently testing the X axis.

Although the encoder reads the position just fine, the motor overshoots the intended position. For normal OUTPUT_SCALE (1), for an 1mm movement, it goes all the way to the MIN_FERROR, which is set for testing to 100 units.
For a much lower OUTPUT_SCALE (100), for the 1mm movement, the machine goes very slowly (due to the scale) to 1.3 mm, then much slower goes back to the intended position of 1mm.

Any ideas what is the configuration problem?

The config is done with version 2.7.0 of Linuxcnc. For version 2.7.8 the .hal file has a problem and the machine simply vibrates when started.
