Is it correct that if i uses a Mase card in a computer, it dosent matter witch computer i use??
The legasy problem is not to think off?

"Legacy problem" what's that?
Many new(er) computers run Linuxcnc very nicely, so long as it isn't so bleeding edge that hardware drivers are a problem for the "older" Linux kernels we use.
As to Latency, it still matters, it is just the requirement is lowered to a point that it isn't usually a problem for most PCs. A computer with latency test max jitter for the servo-thread of 100000 or less should run most Mesa card configs nicely. 100000-200000 may even be acceptable. Much worse is probably not going to work. However few modern PCs are incapable of those numbers with the right bios configurations and possibly some hardware peripherals (wifi adapters often can cause problems, as well as some video cards and their drivers.)

If you use a hardware interface card for LinuxCNC (General Mechatronics. Mesa, Pico Systems etc) the latency of the host computer is still important but the actual latency time can be much worse than a parallel port system and LinuxCNC will still operate well.
This is because the external hardware does the fast operations like step generation and encoder counting.
LinuxCNC still needs real time to run the servo thread reliably (this is typically run at 1 KHz). This is usually easy on most PCs though laptops are still not recommended.
