the installed image includes the command menu-config.

Not the same.I can't remember is there an option to run menuconfig ?
Just found it......
MENUCONFIG="0" set this to 1 in userdata.txt and make the changes in menuconfig.
the installed image includes the command menu-config.
Confusing I know.
