Take a look at keystick
That runs without X windows. Can be run in terminal.

I built a text only UI for a DOS program of my own some years ago. It ran a Galil board and was written in Quick Basic. The problem is that the text was limited to one size, and that size was too small for my eyes.
Is there a way to enlarge the text with your UI?
