Rotary phase converters, troubleshooting modifying etc

anybody know of any good resources for building modifying repairing rotary phase converter ? I have a spindle drive erroring out due to low input voltage on the generate leg. voltages look ok idling, but that doesn't mean shit I can spin the drive up slowly, so I know that it it a inrush current demand situation, I am open to ideas on a resolution, I need this unit to last a bit longer while I wait for permits for 3 phase to be brought onto my property.

I'm in the USA it's a balanced phase design with caps on l1 l2 l3 for balance on generated leg and start caps. It's a 15hp motor it's a bit undersized imho

My rule of thumb, based on limited experience, is that a 2:1 factor is needed.  As in - 10hp consumer equipment = 20hp RPC motor.

Decided to buy a diesel 75kw generator, problem solved and cost per kwhr is on par eith electric rates
