linuxcnc-dev repository?

I know i've done this in the past, but cant get it on my simulation.

I'm trying to:
sudo apt-get install linuxcnc-dev
also tried emc2-dev

what repository are they stored on? or am I using the wrong command?
I wanted to post a hal component, but wanted to test it out from the start to make sure everything works.

sorry for basic question. I search for 20 minutes and cant find the answer. As soon an I post a question, I find the answer.
