Everything do as in Post 1 .
Get success folders with files home/ LinuxCNC- dev / debian/
but get error in the step
dpkg-checkbuilddeps

You are in the wrong directory.
You need to be in
/linuxcnc-dev/debian/ run ./configure
And then check dependencies in linuxcnc-dev

For your error you need to enable the source code repositories and then

sudo apt-get update
