Ok, here's the resolution. As background: I'm running the deb wheezy iso distribution as provided. I have not been able to upgrade from 2.7.0 to 2.7.8 with synaptic.
Turns out that my synaptic package manager included as a source:
linuxcnc.org wheezy base 2.7.8-rtai and
linuxcnc.org wheezy base 2.7.8-rtai (Source Code) both checked
It choked on these, but when I selected
linuxcnc.org wheezy base 2.7-rtai instead
2.7.8 was discovered and my update proceeded as expected.
I can only surmise that I did this to myself in a past and forgotten attempt to update to 2.7.8 when perhaps I should have been running the update multiple times instead.
Sorry for the fire drill and thanks again for the timely and generous offers of help and support
