Is it possible to go from Debian Wheezy 2.7.14 to 2.9 or do I have to use a different Debian version.

buildbot.linuxcnc.org/~buildmaster/dists/wheezy/master-rt/
Not sure if it was 32 or 64 bit, so check and chose from there, usually the latest build is at or near the bottom of the page.
Download, doubleclick, install, that should be it.
If there is no gdebi installed, that might be a problem as the repositories for Wheezy are no longer working, so search how to install a deb package.

Hey guys I'm pretty new to Linux, I've been fumbling my way through it so far but can you please tell me what this is for.

Ok so I just checked and Debian Wheezy 2.7 is only 32 bit, does that mean I need to use a different Debian package that is 64 bit to upgrade to version 2.9.

Buildbot builds both 64bit and 32bit master branch (2.9) for Wheezy so just follow the Buildbot instructions, you would still use:
buildbot.linuxcnc.org/
deb http://buildbot.linuxcnc.org/ wheezy master-rtpreempt
deb-src http://buildbot.linuxcnc.org/ wheezy master-rtpreempt
