Upgrading 2.8 -> 2.9 on Mint 19.3 was created by txtrone
I am currently running 2.8 on Mint 19.3, this was all installed from an ISO that BeagleBrainz generously created for the community. What is the 'cleanest' way to upgrade from 2.8 to 2.9 from this configuration? thx

buildbot.linuxcnc.org
has all the info, disable existing repo, add the master repo, do an update and a distro-upgrade = done.

Wow, that simple. Not sure what time you knock off, it's 9:45pm your time I think. I will try this right now.
Mint 19.3 = Debian Stretch right?

Yes and yes
Ok. got 2.9 installed and fired up Axis using my existing launcher and it worked. That was almost *to easy* ...
I did uninstall Glade3 to be on the safe side, since it popped up in synaptic when I searched 'linuxcnc'.
Since I had my base machine setup in 2.8 ... am I good to go with installing QtPlasmac? I was expecting more of a fight.

You should run Phill's script to install some stuff if you already have not done that, otherwise attack on all fronts !

Copy the joint/axis stuff from the old config ini file to the new one.
Do make a copy though, just in case.
